Astrid Ludin

Deputy Commissioner Financial Sector Conduct Authority

Astrid Ludin is Deputy Commissioner at the FSCA. She joined the market conduct regulator in June 2021 and her responsibilities include oversight over financial markets and retirement fund supervision, as well as the digital transformation of the FSCA. Since November 2024, Astrid is also the President of the International Organisation of Pension Supervisors (IOPS).

Astrid has more than 25 years of experience in public policy and regulation and organizational transformation. She led major South African law reforms, including the reform of company, consumer protection and credit legislation. Astrid served as Deputy Director-General at the Department of Trade, Industry and Competition; Deputy Commissioner at the Competition Commission, and Commissioner of the Companies and Intellectual Property Commission (CIPC).

In various consulting capacities, Astrid has provided research and policy advice to the Department of Trade, Industry and Competition, the National Treasury, the Prudential Authority, Strate, a range of South African financial services firms, and African financial sector regulators.

She has an MA in International Affairs from Columbia University, USA and a BA Hons in Politics, Philosophy and Economics from York University, UK.

Fiona Stewart

Global Lead - Insurance & Pensions World Bank Group Washington DC

Fiona Stewart, Global Lead for Aging and Pensions, is part of the World Bank’s Social Protection team, providing policy advice to governments around the world. Fiona has been with the Bank since 2012, previously with the Finance and Markets teams as the Global Lead for Insurance & Pensions. She also helped to coordinate the Bank’s work on sustainable finance, including representing the institution at the G20 Sustainable Finance Working Group, Co-Chairing the Finance Taskforce under the UN Decade on Restoration and acting as Secretary to the Coalition of Finance Ministers for Climate Change. From 2004, Fiona worked for the OECD’s Financial Affairs Division and led the Secretariat of the International Organisation of Pension Supervisors (IOPS). Prior to the OECD, Fiona worked in the pension fund industry, including as Head of American Express Asset Management in Japan. She served on the advisory board of one the OECD’s pension funds and represents the World Bank staff on the organization’s Pension Fund Committee. She holds degrees from Oxford and Johns Hopkins Universities and a Chartered Financial Analyst qualification.

Emmanuel Nzanana

Emmanuel NZANANA is the Chief Operations Officer at RADIANT YACU Ltd, where he leads strategic and operational initiatives to drive growth and efficiency. He previously served as Operations Manager from December 2020, building on extensive experience across the insurance sector.

Before joining RADIANT YACU Ltd, Emmanuel held several  roles at SANLAM Vie Plc starting in 2012, including Sales Manager, Corporate Underwriter, and Claims Analyst, gaining deep expertise across the insurance value chain.

He holds a master’s in business administration (Accounting and Finance) from the University of Kigali and a bachelor’s in applied Statistics from the University of Rwanda. Emmanuel has also completed international programs in microinsurance leadership (Philippines), inclusive insurance (UAE), and insurance and reinsurance for young professionals (Africa Re in partnership with the London School of Insurance).

Emmanuel is passionate about leveraging innovative insurance solutions to expand financial protection and promote inclusive growth in underserved communities.

Zelina Francis

Practice Director - Inflection Point

Zelina Francis is a digital transformation and technology governance authority with over 25 years’ experience advising boards and C-suite leaders across Zimbabwe, Sub-Saharan Africa, and the United Kingdom. As Practice Director of Inflection Point, she specialises in elevating the awareness, competence, and confidence of financial services boards to govern digital risk, cybersecurity, and AI with strategic clarity. Her career spans senior leadership and advisory roles with Deloitte, Vodafone UK, RSA Insurance Group, De La Rue International, Old Mutual Zimbabwe, and BancABC, where she has supported executive teams in aligning technology investment with enterprise value, regulatory accountability, and long-term resilience.

A recognised voice on board-level cyber leadership in regulated industries, Zelina operates at the intersection of digital innovation and systemic trust. She equips insurance and pension executives to move beyond reactive compliance toward confident, forward-looking governance. By translating complex digital threats into clear executive oversight frameworks, she strengthens board accountability, operational resilience, and institutional credibility – positioning cybersecurity as a cornerstone of restored confidence in the financial services sector.

Abiba Zakariah

Acting Commissioner - National Insurance Commission (Ghana)

With over 30 years of experience in the insurance and reinsurance industry, Dr Abiba Zakariah has served in several senior leadership roles prior to her appointment as Acting Commissioner of the National Insurance Commission by the President of Ghana in 2025. Her previous leadership roles include Managing Director of Ghana Reinsurance Company Ltd and Group Chief Operating Officer of WAICA Reinsurance.

Dr Zakariah founded the Chartered Insurance Ladies Association of Ghana (CILAG) and has served on several national and international boards. She is a multi-award-winning insurance professional and an ordained Pastor of the Assemblies of God Church, Ghana.

Dr Zakariah holds a Doctorate in Management from the Swiss Management Centre, Geneva, and a Master’s Degree in Marketing from the University of Ghana, Legon. She is a Fellow of the Chartered Insurance Institute (UK) and the Chartered Insurance Institute Ghana, a Fellow of the Chartered Institute of Marketing Ghana, a member of the Institute of Risk Management Professionals Ghana, and holds an LLB degree.

Rob Rusconi

Actuary

Rob Rusconi is a Johannesburg-based actuary, researcher and consultant, with working experience in life- and non-life insurance, retirement funding, institutional investments, health-care financing, disaster management and social protection. Rob has consulted to insurers and pension funds in South Africa, and to policymakers in the Southern African region, frequently on behalf of the World Bank. He has also served other transnational organisations such as the OECD and the International Labour Organisation (ILO).

Rob has a PhD from the University of Pretoria on the subject of systemic risk, and supervises student research at the same institution. He has completed two terms as editor of the South African Actuarial Journal.

Grace Muradzikwa

Commissioner - Insurance and Pensions Commission Zimbabwe

Dr Muradzikwa is a distinguished and decorated insurance executive with over 40 years of practical experience in the insurance and pensions industry. She was a member of the co-founding team that established the Zimbabwe Reinsurance Corporation in 1984. Dr Muradzikwa was at the helm of Diamond Insurance Company before its merger with the National Insurance Company of Zimbabwe in 2002. Dr Muradzikwa is an Executive Committee Member of the International Association of Insurance Supervisors (IAIS), representing Sub-Saharan Africa. She is also the Vice Chairperson of the SADC Committee of Insurance, Securities, and Non-Banking Financial Authorities. She also sits on other boards, which include the Zimbabwe Revenue Authority (ZIMRA), Financial Intelligence Unit (FIU), Southern Africa Methodist University Consultus Publishing Services, and Monte Cassino Girls High School. She has also served on the boards of the Federation for Afro Asian Insurers and Reinsurers and the Association for Insurers and Reinsurers in Developing Countries. Dr Muradzikwa holds a Master’s Degree in Business Administration and a Bachelor’s Degree in Administration, both from the University of Zimbabwe. She also holds an Honorary PhD in Leadership from Women’s University in Africa.

Prosper Chitambara

Economist

Prosper Chitambara is a Development Coordination Officer (Economist) at the United Nations Resident Coordination Office (RCO) in Harare, Zimbabwe. He is an applied development macroeconomist with extensive experience in economic research, policy analysis, and advocacy on macroeconomic management, poverty reduction strategies, employment creation, inclusive growth, structural transformation, and the implementation of the Sustainable Development Goals (SDGs).

His work focuses on strengthening evidence-based policymaking and supporting national development planning processes through rigorous analysis and strategic policy advice. Over the course of his career, he has contributed to the development of national and regional policy frameworks, analytical reports, and policy publications aimed at promoting sustainable and inclusive economic development.

Dr. Chitambara has published academic papers in several peer-reviewed journals, including the African Development Review, the Journal of African Trade, the Journal of Developing Areas, and International Migration. He also co-edited and co-authored the book Beyond the Enclave: Towards a Pro-Poor and Inclusive Development Strategy for Zimbabwe (2011), which advocates for a development strategy grounded in pro-poor and socially inclusive economic transformation.

He holds a PhD in Economics from the University of the Witwatersrand, a Master of Science in Development Economics from the University of Birmingham, and a Bachelor of Science in Economics from the University of Zimbabwe. He also holds Diplomas in Banking (IOBZ) and Marketing (IMM), as well as an Intermediate Certificate from the Institute of Chartered Secretaries and Administrators in Zimbabwe (ICSAZ).

Nicholas Elias

Corporate Actuary - National Social Security Authority (NSSA)

Nicholas is a seasoned Actuary with over a decade of professional experience spanning actuarial consulting and corporate actuarial practice. As the Corporate Actuary at the National Social Security Authority (NSSA), he plays a pivotal role in guiding the organisation’s actuarial strategy, financial sustainability, and long‑term scheme design.

Nicholas has built a strong reputation within Zimbabwe’s actuarial landscape through his contributions to product development, actuarial modelling, and IFRS 17 implementation. His career includes impactful roles at Atchison Actuarial Services, CBZ Holdings, and NSSA, where he has supported major institutions in strengthening actuarial governance and enhancing risk‑based decision‑making frameworks.

 He holds a Bachelor of Commerce in Actuarial Science and is a qualified Associate Actuary, reflecting both his technical rigour and commitment to professional excellence. Nicholas is recognised as an emerging thought leader in the actuarial field, contributing analytical insights to the evolving financial and social security environment in Zimbabwe.

Florette Nakusera

MEFMI Director of the Financial Sector Management Programme

Ms. Florette Nakusera is the MEFMI Director of the Financial Sector Management
Programme. She has combined over twenty-seven years of experience in central
banking, financial sector regulation, macroeconomic policy, financial stability,
macroprudential policy, finance and investments, executive leadership and corporate
governance.

Prior to joining MEFMI, she was the founding Director of Financial Stability and
Macroprudential Oversight at the Bank of Namibia as well as the Head of the Namibia Deposit Guarantee Authority.

Earlier in her career, Ms Nakusera served as the Director of Research and Financial Stability and Chief Economist at the Bank of Namibia, and held positions including Deputy Director of Research, Senior Economist and Economist. She was also a member of the Monetary Policy Committee, the Investment Committee and the Financial System Stability structures of the Bank.

Ms. Nakusera served as Chairperson of the Namibia University of Science and Technology Council, Chairperson of the Namibia Statistics Agency Board, Vice Chairperson of the Air Namibia Board of Directors and member of several private sector and regulatory and oversight bodies, including the Communications Regulatory Authority of Namibia. She has also been a member of Namibia’s High-Level Panel on the Economy appointed by the President.

Ms Nakusera holds a Master of Commerce degree in Economics and a Bachelor of
Commerce (Honours) degree in Economics from the University of Stellenbosch. She has also completed executive development programmes at the University of Stellenbosch Business School and the Wits Business School in collaboration with the
London Business School.

Norman Maferefa

Executive Director - Securities and Exchange Commission of Zimbabwe

Mr Norman Maferefa is an accomplished finance and capital market regulatory expert, currently serving as an Executive Director, responsible for Licensing, Supervision, Surveillance and Enforcement at the Securities and Exchange Commission of Zimbabwe. With over 20 years of experience, Norman has specialized in investment analysis and research, fund management, compliance and risk, and regulatory frameworks. Norman Maferefa has held key roles in Stockbroking , asset management, and Corporate Finance.

Norman joined the Commission in 2009 as a director, responsible for Licensing, Supervision and Surveillance, a position he currently holds. Being also a pioneer in the setting up of the Commission’s secretariat in 2009, Norman Maferefa played a pivotal role in establishing Zimbabwe’s first securities depository, online trading (C Trade) and developing regulatory and supervisory models including decentralized custodial model

As a member of the Multi-Disciplinary Financial Stability Committee (MDFSC), Norman Maferefa collaborates with all financial sector regulators to ensure financial sector stability. Norman believes technology is key in the evolution of finance and regulations in future and the success of any capital market shall revolve around technology.

Norman Maferefa holds an MSc in finance and investment and a BSc (Hons) in Finance from the National University of Science and Technology (NUST-Zimbabwe) and several certificates in supervision and regulations.

 

Erna Motinga

Deputy Chief Executive Officer for Prudential Supervision at the Namibia Financial Institutions Supervisory Authority (NAMFISA)

Ms Erna Motinga is the Deputy Chief Executive Officer for Prudential Supervision at the Namibia Financial Institutions Supervisory Authority (NAMFISA) since 2016. As the DCEO, Ms. Motinga is responsible for strengthening NAMFISA’s supervisory regime and prudential requirements for the financial services sector aimed at protecting the users of financial services as well as deepening of the financial markets.

She has a proven executive management track record and has held prominent roles in the financial industry over the past 20 years, including board memberships/directorships.

Ms. Motinga is a financial economist with a passion for research. Prior to joining NAMFISA in 2013, Ms. Motinga served as Managing Member of Nascent Capital Investments cc, an independent investment corporation and as an Investment Analyst for Allan Gray Namibia, and a Research Officer and Economist at Bank of Namibia earlier in her career.

Ms. Motinga graduated with a Master’s in Business Management and Administration (MBA) from the University of Stellenbosch, a Master of Science in Financial Economics from the University of London and a Bachelor’s Degree in Economics from the University of Namibia.

Ms. Motinga is a UCT certified integral coach. She completed the Leadership Development Program with the University of Cape Town. She recently completed the Senior Executive Program Africa (SEPA) at the Harvard Business School. Ms Motinga is currently enrolled for the PCC (Professional Coaching Course) with the UCT.

She is the owner of Great Awakenings Coaching Practice and also works as a freelance Program Leader for the Toronto Center.

Innocent Matshe

Deputy Governor - Reserve Bank of Zimbabwe

An immediate former Director at the African Economic Research Consortium (AERC), Dr Innocent Matshe, was appointed Deputy Governor of the Reserve Bank of Zimbabwe (RBZ) effective October 1, 2022. As Deputy Governor, Dr Matshe is also a member of RBZ Board of Directors, Human Resources Management, Monetary Policy Committee, Banking Sector Stability, Audit and Oversight committees.

Dr Matshe has served on Boards of various public and private institutions across Africa and brings a vast wealth of experience to the central bank. An expert in Applied, Financial and Policy Economic Analysis, Dr. Matshe has previously held prominent positions internationally, including as a consultant for the World Bank and as Chairman of the Department of Economics, University of Zimbabwe.

He joined the AERC from the Human Sciences Research Council (HSRC), where he was a Senior Research Specialist responsible for economic performance and development research.  

In the RBZ, Dr Matshe oversees Risk Management and Compliance Unit; Banking Operations and Currency Management; Economic Research, Modelling & Policy; and ICT, Innovation Hub & Fintechs Division

Evah Kimani

CEO, Britam Micro Insurance

Evah Kimani is the CEO, Britam Micro Insurance, a Britam subsidiary spearheading product innovation and distribution of affordable and inclusive insurance solutions to the underserved segment. She also oversees partnerships & digital engagements and Betalab, Britam’s innovation hub, which accelerates and invests in key start-ups.

With more than 15 years of leadership experience spanning telecommunications, ICT, and financial services, Evah has been instrumental in driving innovation, digital transformation, partnerships and investments in the start-ups space.

Her strategic focus and forward-thinking leadership driven by a desire offer customers value and an amazing experience them have made her a key thought leader at the forefront of driving Britam’s Growth Strategy.

Evah holds an MBA and a Bachelor’s degree in Computer Science from the University of Nairobi. She is a Fellow of the Life Management Institute (FLMI) and was recognized by Women on Boards STEM in 2024 for her contribution to leadership and innovation. She is also deeply committed to mentorship, actively investing her time in nurturing young professionals in the technology and insurance sectors through platforms such as Kenya Women in Insurance (KWIN) and the Women in Leadership (WIL) Circle.

Tom Gitogo

Group MD & CEO -British American Holdings PLC (Britam) & Chairman of Association of Kenya Assurers

Tom is an accomplished Financial Services Professional with a rich experience and diverse background. He is the Group MD & CEO of British American Holdings PLC (Britam) and sits on several boards including CIB Bank and Housing Finance.

Insurance Leadership in Kenya

Before rejoining Britam, Tom was the Group CEO of listed CIC Insurance Group where he was in charge of the group’s businesses in Kenya, Uganda, South Sudan and Malawi.

Before CIC, Tom was the CEO of Pan Africa Life (now Sanlam Insurance) – which like CIC is also listed on the Nairobi Securities Exchange. Tom had joined Sanlam from British American Insurance where he was the Finance and Strategy Director.

He is the current Chairman of the Association of Kenya Insurers (AKI) www.akinsure.or.ke, the industry body that is charged with promoting the industry growth (raising awareness, lobbying and collaborating with regulators and other stakeholders).

Other leadership Roles

Tom is a member of the Steering Committee of the Insurance Development Forum (IDF) www.insdevforum.org, a global public-private partnership led by the international insurance industry and supported by multinational organisations. Basically IDF aims to optimize and extend the use of insurance to build resilience and protection for people, communities and businesses that are vulnerable to disasters and their associated economic shocks.

Tom also sits on the Board of UN Global Compact, the world’s largest corporate sustainability initiative, promoting responsible business practices.

He is also the chairman of Endeavor Kenya http://kenya.endeavor.org, the Kenyan chapter of a leading Global Community that creates a multiplier effect by inspiring high-growth entrepreneurs to dream bigger – supporting and investing in them to scale faster.

As a young man in the early 90s, Tom trained as a Chartered Accountant with PricewaterhouseCoopers (PwC) in London where he worked for several years before rejoining PwC in Kenya.

Tom trained as a Civil Engineer at the University of Nairobi before joining PwC as a Graduate Trainee. He has an MBA in Strategic Management and has the following distinguished qualifications:
